WORLD CITY LIBRARIAN IS

A group of volunteers donating their talents to build the World City Library. Active in this group are general citizens and persons active in urban-related fields, and they working in the Planning & Editing Team, Research Materials Team, and the Forum Planning & Operations Team.

FORUMS/SEMINARS/DISCUSSIONS

The most important means by which the Hope engages in mutual communication with the world are its various forums and seminars. Since the Hope Institute’s lecture hall was christened in 2006 with the first-year planning forums entitled the “Hope Moul(Gathering)Forum,”the Institute followed in2007 with the “Self-Government and Public Finance Monthly Forum,” “Law Research Center Monthly Forum,”and the“ Planning Lecturer Series1: Hearing First from the Republic of Korea’s Top Master of Agriculture.”

These planning forums and seminars continued in 2008. Moreover, the “Grassroots Regional Foundations Forum,” “Planning Lecture Series 2: Non-Agriculturalist’s Perspective on Korean Agriculture ? The Future of Rural Communities” “Thrice Elected Heads of Local Self-Governing Organizations Forum,” and “E-Democracy Forum” were among those newly added.

2009 lectures planned by Hope Moul(Gathering) have already taken place. The “New Year Special Lectures: Seeking Hope’s Road,” “Commemorating Hope Institute’s Third Anniversary: Korean Economic Crisis - Diagnosis and New Imagination,” “A Plaza for Dialogue That Is Opening Up Hope,” “Overseas Guest Lecturer Seminar,” “Debate on Pending Legislation” which dealt with as its focus the local regions and the public administrative system reorganization problem, and the “Public Leaders Debate” were among the successive lectures held. In addition, the Climate/Environment Team’s “Era of Climate Crisis, Dreaming of Green Hope” and the Happy Senior Team’s “Happiness Making Forum” grew, thus expanding the scale and scope of the Hope Institute’s Planning Lectures.

Beyond these series of lectures, a large number of other meetings and seminars were held in order to provide a venue for timely discussion of pending legislative issues.
Starting from 2007, the Better Signs Culture Research Center, Rural Hope Center, Public Finance Research Center, Disaster Management Research Center, and the Community Business Research Center were among those holding their inaugural commemoration seminars. Thereafter, the Hope Institute convened various domestic and international on major issues such as social contribution by middle-aged retirees, the Presidential Transition Committee, social enterprises, social responsibility of enterprises, and the Candlelight Demonstrations.

Study Training/Education

The Hope Institute is pioneering a new venue for education and study-training. The Hope Academy provides opportunities for excellent education, as a matter of course, to heads of local self-governing organizations and civil servants, as well as those seeking to become regional committee members or heads of local self-governing organizations through the Institute’s “Good Mayors School,” the “Namyang Province Citizen Participatory Administration Rank Six Team Leaders Education,” and other programs.

The Institute’s study training programs vary from other programs in that the learning does not take place solely within the lecture hall. The participants also gain information and knowledge through personal visits to sites within and outside of the country. The “Japan Community Business Study Training,” “Europe Public Design Study Training,” and “Visits to Japanese Green Tourism Sites by Heads of Local Self-Governing Organizations” are among the programs that are being spotlighted as providing substantive study training, in contrast to others’ public official study training programs that are always targets of criticism.

Hope Moul’s“Social Designer School” is a blaze with participants who are filled with hope and the will to meet the challenges for a new way of life. In spring of 2009, the “Good MBA,” a special program of the SDS conducted by Professor Ahn Chul Su of the Korean Advanced Institute of Science and Technology garnered much popularity.

Another educational program representative of the Hope Institute is its “Happiness Making Academy.” By Spring 2009, this program had already assembled nine groups of students, and had received favorable notice for its program to help those who have already retired after pursuing expert professions and the many persons facing retirement plan for new second lives through volunteerism or participation.

Consulting/Research Briefs

The Hope Institute, by going directly to the “regions” and the “actual sites” and by employing the method of field research, application and pragmatic spirit (ShilSaGuShi) assists each different region and actual sites in problem-solving. The majority of the resulting research is presented in the form of consulting and research briefs. The Roots Center’s ‘Jangheung County: Making Regions Good Places to Live In” consulting, “Wanju Shintekliji Enterprises,” “Gongju Jeongan Township Rural Tourism Program Establishment Enterprise,” “Farming and Fishing Villages New Cultural Space Development Enterprise” “Mapo District Hope Project”are among the diverse research services being carried out.

Among the Center for Public Culture’s research services conducted were “Gaulchang Gallery Forest-Old Village Making,” “Choong-Chung Southern Region Hope Making,” “Environmentally Friendly Playground Remodeling,” and the “Residents Participatory Model Street Signs Improvement Program.”
Most recently, in the context of growing climate and environmental issues-related concerns and requests by the local self-governing organizations, the Climate/Environment Team presented “Coal Yard Green Growth,” as well as “Ansan City Program to Confront Climate Change” research, “Dongtan (2) New City’s Introduction of Carbon Neutral Plan” research, “Hwasung City Greenhouse Gases Exhaust Rate Investigation and Establishment of Climate Change Confrontation Strategy” research, thus providing continued dynamism in these areas.

The Social Innovation Center

The Social Innovation Center hopes to make the society and local areas better places to live adopting small ideas and actions of daily life people make. It provides citizens having concrete suggestions and requests with both online and offline platforms to participate in policy-making process through concrete suggestions and requests. Furthermore, it supports people to make small changes through their own actions with the “Do It Yourself Spirit” (a belief that you can make a world in which you desire to live in). The center operates citizen participatory projects and education programs to support and make a plan of citizen-led social innovation actions. Also, it presents and fosters new social innovation models for non-profit, private and public sectors so that they can cooperate in crossing boundaries.

The Roots Center

The center conducts research on local regions and develops diverse and original regional revitalization programs, applying the philosophy of field-centered research, application and pragmatic spirit (shilSaGuShi). In particular, based on inquiries into the human, historical, cultural, and natural resources of the regions, the center strives for establishing strategies that vary according to regional differences, and plans for sustainable development.
The roots center encourages community members to participate in vitalizing communities that are operated by the residents. And it focuses on several agendas on local issues such as recovering cities, making public open spaces to improve the quality of life, offering “community businesses” in which community members address the local issues themselves, vitalizing rural areas in a way that protect lives, and community funds that support diverse public profit activities as well as help communities develop an intermediary supporting system.
In terms of the issues above, the center pursues of making humane communities, sound local and rural areas to stand on their own feet, original and competitive local governments, and regions where participation and innovation are combined.

The Center for Social Economy

The Center for Social economy is distinguished from a free market economy in a way that operated by reciprocity and solidarity in contrast to extreme competitiveness and pursuit of profits in a free market economy. Social economy is a new economic paradigm that makes livable and strong communities through people’s voluntary participation, collaboration and solidarity.
The center thinks about the solution to exclusion of people from economic, social and cultural aspects and damaged traditional socio-economic sphere in our society. And the solution has to be discovered from the things regarded as boundaries, not from the center or majority of the society. With this belief, the center has started socio-economic actions to make affluent communities.

Center for Senior Social Contribution

The center supports seniors with rich life experiences and professional expertise to live and plan their second life after retirement by participating in civic nonprofit activities or social enterprises. It operates various education programs for retirees so that they can design and take part in social contribution activities. And also conducts research to develop diverse retiree contribution models.

Education Center

Education changes people and people change regions. The education center processes the education and research needed in building a lateral relationship between local government heads, local assembly men, public officers, local leaders and regional civil organizations in collaboration in terms of solving regional issues or problems.
Also, it plans and operates civil education programs which aid citizens in understanding society and encourages them to build a democratic civil society that leads to global change.

Membership Management Center

The Hope Institute which does not receive any government fund aims to run an independent nongovernmental think and do-tank operated by citizens’ donations and profits earned from research activities.
The Membership management center makes an effort to secure continuous membership and so as to build a participatory nongovernmental research organization mobilized by the strength of ten-thousand citizens through various membership programs.
Through this, the center tries to make the Hope Institute function as a public space which members actively participate in. with healthy and stable financial structure to flourish social changes.

Planning and Public Relations Center

The Center plans long-term visions, directions of development, and methods to strengthen research capability and promotes international cooperation in civil, government and business sectors to make the Hope Institute of the people, by the people. We try to share the activities and achievements with citizens, local organizations, the central or local government via our website and social networks. Also, it operates the “Mokminguan Club” which is gathering of local governors for promoting and discussing local issues. With the regular gathering and activities of Mokminguan club, it coordinates that the local governors try to accomplish the devolution of power to the regions and encourage independence of local public finance, development of pragmatic policies and the making of sustainable communities.

Management Center

The Management Center backs up each department within the Hope Institute to manage whether the departments are operated smoothly. Also, it is in charge of managing and training internal human resources and leading sound internal care. Moreover, it focuses on designing and publishing the Institute’s contents in a way of communicating and share with citizens

The Hope Institute is a think and do tank that researches alternative policy options regarding various agendas in the country, and puts theories into practice. As an independent, civic research institute which was established without any funding from the government or business, we hope to become the matrix of the 21st century neo-Shilhak (Practical Learning) movement through field research, application and pragmatic spirit (ShilSaGuShi).

Citizen participation
The Hope Institute is a citizen participatory research center, run by the strength of the people. We seek ways to make changes not based on enormous discourse or abstract theories, but on concrete reality. We analyze and find alternative methods not from the metropolitan but from the locals, not from the big but from the small, and not from the office desk but from the field.

Local and rural areas
The Hope Institute focuses on local and rural areas which can be Blue Ocean in our society. If local and rural areas are revitalized, there will be improvement in food, housing, traffic, and environmental problems.

Social enterprises and seniors
We believe that if social l enterprises become stronger and retirees start a second phase of their lives, a different economy will come to reality.

Ideas of the people
The Hope Institute believes that even small ideas and actions made by the people will lead to the possibility of bringing concrete changes to daily life.

I am Jae-Seung Park, chairman of the board, the Hope Institute.
It is my pleasure to meet you on our website.
The Hope Institute was established in the year 2006 with the slogan “21st century pragmatism”. It has been a rough journey for us to make a more democratic and creative society. But now we are known as an organization that suggests the innovative path of our society. Though we have had many obstacles, we have made bigger growth and meanwhile, we have presented alternatives for the country’s structural paradox and illness and have practiced them. We have been trying to make a difference in the real world beyond relying on enormous discourses or abstract theories, even when we have been suffering.
We have been trying to innovate the society with the creative ideas of citizens and have helped the local public leaders grow their capacity. In addition, we have been regenerating local areas and fostering social enterprises.
Now, the Hope Institute is once again on a new chapter. We have never forgotten our original intention. We promised ourselves to find alternatives with citizens in a view of citizens beyond criticism
The Hope Institute will expand its landscape wider, from the basis of field experience and achievement. We believe that research has to be conducted around people and from the field.
Our goal is to make a society in which an individual has his or her proper human rights, a place where small things are considered important, and where citizens are the ones who lead the community.
In order to achieve the goals, we will design policies dealing with the core issues of the community and act on the basis of our rules.
We believe that the capacity of a civil society determines how mature the society is, so we are trying to broaden outlook further. Some might say that what the Hope Institute pursues is separate from the “fundamental” or the “structure” of the society, but we will drive forward without any doubt.
That is because we believe that maturity is only developed in the process of experimentation, confronting challenges and learning from trial and error.
We will always remember our initial intention. With a humble and genuine attitude, we will keep reflecting ourselves and look back at the goals we had at the beginning.
We will go forward step by step restlessly for a better future.
